Property tax revaluation deferred 2016 to 2019

Does this mean that those who were exempt from property tax incl those that purchased
a house in 2013 will continue to be exempt to 2019

No, just the rate applied will be the same as it would have been if the exemption hadn't applied.
 
Sorry to dig up an old thread, but the following was in the Irish Times recently (). Maybe in error though as I can't find anything else about this on the net.

This was originally introduced for first-time buyers only but was extended subsequently to anyone buying a house in 2013 as a primary residence. This exemption – applying to those who bought in that year – will now continue until the end of October 2019.

Yes.

If it is enacted, the exemption period will be extended to 1 November 2019.
