Planning Issues

Long story.
I'm in an estate that is completely construsted; developer still hasn't finished roads & landscaping.
He has one house left in the estate that he's started an extension on and is now applying for retention on it.

A third party that happens to have the same name as one of the foremen on the original estate has just applied for planning permission on adjoining land and is requesting road access onto the new estate ( the land already has access to the main road but he doesn't seem to want to use the existing access, probably to fit in more houses).

Just wondering what the situation is on somebody gaining access thruogh the estate when it hasn't been finished. Do you think we'd have a case for objection considering the road he wants to access was never finished by the original developer?

All informed opinions appreciated.

After 7 years waiting for our developer to finish our estate I would object to anything he had the smallest involvement in. Think about it. He has not finished your estate but has started other work, the reason its the foreman thats looking for permission is because local authorities have started to clamp down on granting permission to developers who have a history of not finishing estates. By submitting the new application in someone elses name your developer is practically advertising the fact that he has no intention of finishing your estate. Get a residents association together ASAP and object to both the extension (which could devalue your property) and the 2nd estate(which will lead to extra traffic and could also devalue your property)
