Internal walls question

I am renovating a 1942 single story house with pebble dash on the outside and a mass concrete wall construction
There was some dampness in the house especially near 2 bay windows. Its near the beach on the west coast so gets hammered with wind and rain, possible penetrating damp, windows are 1980s aluminium which leak at the seals It was vacant for 8 years with heating switched off during this time. House was internally decorated top to toe in woodchip wallpaper which I have now scraped off to reveal gypsum plater skim on the walls which is in poor condition. Is it possible to scrape this gypsum off to reveal the sand and cement render and paint directly. Also outside paintwork is poor any thoughts on knocking off pebble dash or scraping paint off and repainting
Any advice appreciated
 
When you say the internal skim is in bad condition, is it damp and freaking up, or just heavily scratched? If it's dry and not crumbling, it could be scratched to provide a key for another coat of skim over it. If crumbling, it'll have to be knocked back to a sound surface. That shouldn't be tackled until the water ingress issues are resolved though.

Removing the dashing and re-rendering is certainly possible. Planning may be required due to the change in appearance that will entail.
