Health insurance, couple in late 60s with medical card

I am trying to assist a close relative couple in their late sixties with health insurance renewal. They are currently on Laya Assure Vitality, they have been reducing cover as prices increased. They both hold full medical cards. One has well managed Type 1 Diabetes, the other no significant health problems and both attend for regular check ups and screenings so hopefully anything that requires treatment is caught early. Obviously they are looking for the best value plan for their needs. They would like private hospital cover but it's not essential. They live in the West, so Galway is the closest private. No sign of heart disease or joint replacements needed just yet. What are their best options? Do they need to consider now moving to a higher cover plan to serve waiting periods for when they are older and these things might be an issue? I think they are ok with a high one off excess on a plan as they would have savings to cover that if required. Thanks in advance for any assistance.

Option 1;
If they want to stay on just public hospital cover, VHI Start Plan is best value for their situation. The Galway public hospitals are covered.

Public and Private hospital cover
1. Laya Precision 600 Connect; price 667pa; all public hospitals covered, a selected list of private hospitals covered including Bons Secours Galway.
Note; Galway Clinic is not covered on this plan. Private hospital excess 600 on admission for surgery and day case excess 175 per procedure.
Note; there is no 600 excess to pay for orthopaedic surgery in private hospitals.

2. Laya Control 600 Connect; price 883pa; all public, private and 3 hi-tech hospitals covered; private/hi-tech excess 600 per admission and
day case excess 175 per procedure. Note; no 600 excess to pay for orthopaedic surgery in any private or hi-tech surgery.
All public + private hospitals in Galway covered on this plan.

Note; if they choose a plan with private hospital cover there is full cover for any new illnesses that arise, straight away in private hospitals.
There is a 2 year waiting time just for any pre-existing illnesses on the private hospital cover only.
