This is a question that would not bother most people but does any fellow civil servants out there know what the mechanics are for moving departments prior to decentralising.
I have applied on the CAF and have been hearing rumours that Departments are refusing to release people to their new departments due to work commitments etc. If this is the case that window that is there for transferring is lost I would presume. I have also heard that they do have to release you.
To be honest the whole situation is very murky and I have looked at the Decentralisation sites as well - no help. Does it have to be a bilateral transfer or is it a simple transfer in with the Departments sorting out replacements later between them.
