Can I claim Job seekers?

My hours of work are being reduced as follows :

Week 1 working 48 hours :

Monday : 8hours
Tuesday : 8 hours
Wednesday : 8 hours
Saturday : 12 hours
Sunday : 12 hours

Week 2 working 16 hours:

Thursday : 8 hours
Friday : 8hours

I have been working with current employer for the last five years. Was previously on a 39 hour week.

When you count the hours for the two weeks it comes out to 32 hours a week.

Am I entitled to get stamps back for the weeks when I am only working 16 hours?

You should but it is based on days worked/not worked rather than hours.
 
The hours worked can come into it in determining if there has been a "substantial loss of employment"
So if your employer changed you from 5 x 7 hour days, to 3 x 12 hours, then you haven't suffered a loss of employment even though you are now only working 3 days a week.
 
My employer changed me from working seven 12 hour shifts in two weeks (84hours of which 78 hours were my contracted hours and the remaining six hours were overtime) to the above.
