Are there Irish State Saving equivalent products in other countries?

Hi all,

In Ireland, we have access to NTMAfixed-rate savings products and Prize Bonds (State Saving). They come with no taxes and an obligation from the Government to repay the money

Are there similar products in other countries? If yes, are they accessible to non-residents?

Most countries have them, but even if 'tax free', the 'no taxes' would only apply to their own tax system and they would be taxible in Ireland.
 
There is no restriction (by either UK or Irish authorities) on Irish residents buying UK premium bonds. I also have written confirmation from the Revenue Commissioners that any winnings paid to an Irish tax resident from UK premium bonds would be tax - free. (I asked because I hold a few UK bonds from when we lived there).

UK premium bonds are currently paying out 1.25% pa (to reduce to 1.15% pa from May 2017), which betters the current Irish prize bonds payout of 0.85% pa.
