Allowance Averaged over last 3 years, calculating variable pension pro rata amount

Could you help me calculate please.

Ref Higher Duty Allowance and pensionability. My understanding is that a higher duty Allowance would have to be held for 3 years, to attract full pensionability and a 2008 civil service circular, mentions a revised method for calculating variable pensionable allowances.

The higher duty allowance is are being classified as a variable pensionable allowance, and I think the circular references dividing the allowance received over the last 3 years by 3 to ascertain the pensionable component of the allowance.

If the allowance started in Jan 2023 and was approximately €22,000 and was 23,000 in 2024 and held for two years, prior to retirement, how do I calculate how much of that would be pensioned eg under a pro rata system.
How much would it be if it were pensioned pro rata. Any assistance in working this out would be very much appreciated.
