Advice please on House ownership

This may not be the right place to post this but if there anyway to find out who the owner of a specific house is. It is a new development and I need to find out the owner of one of them

Would the council have this information?
Am I entitled to this information under the Freedom Of Information act?
Would I be able to access this information from the Land Registry?

I would imagine that the Land Registryis your best bet. I presume that the public can request a search (for a fee)?
