Query on working part-time and claiming JB

A friend works 3 days a week and claims jobseeker's benefit (JB) for the other 2 or 3 days not working.

JB has been stopped, apparently as run out of stamps ie exhausted PRSI contributions.

Would not the part-time work generate/maintain the person's PRSI contributions?

The other problem he has is that a new claim now would not show any loss of employment. If he has been on a 3 day week for the last two years, then that can be taken as his normal level of employment.
