NPPR Charge & LPT 2013

Hi,

Situation is I had a PPR in 2013 on which LPT was fully paid . I purchased another property in July 2013 as my new PPR and thus was not liable for LPT on this new purchase. My original PPR was converted to a rental property in late 2013. I have now received a letter from the council stating that I'm liable for the NPPR charge for 2013 as I owned 2 properties. My understanding is that I am only liable for the NPPR charge if I had 2 properties on 31st Mar 2013. As I only had 1 property on that date (my original PPR) I should not be liable or am I missing something?

Why not, as an option, try to pay it and if you are wrongly liable you will get a refund? It looks like a few wrinkles need to be ironed out in this mess as of yet..
