Fixed term lease and landlord rights

Anyone aware of any legal reason why a landlord could not move a tenant from house A to B which in fact is right next door.The tenant has no objections. Its a fixed term lease with local authority. Can sell house A which tenant is in, but would need vacant possession for buyer so thought to move tenant next door, legally can this be done?. Local.authority not entertaing the idea?
 
Your lease is for a specific property, the home of the tenant. Your agreement withthe council is for a specific property.

Most properties under RAS, are inspected by the a council inspector and has to meet certain standards (over and above the standards for private rented accommodation).
