Landlord refusing to give tenant copy of lease

A friend of mine has been renting his apartment since early July this year. He needs a copy of the lease for insurance/ medical reasons but the landlord has consistently put it off, telling my friend he is 'too busy' ( with all his business affairs I presume). It is of great importance to my friend that he should have the lease as he will lose out on medical insurance if e lease is not forthcoming soon. What can be done about this?
 
If you do not have a lease then the landlord is obliged to supply a rent book.
(but, in theory you do have a lease agreement, just not the written document).
Again, the landlord must supply you with his address which will be on the lease (if you don't have this, you won't be able to complete what I recommend in the next paragraph!).

As with all problems with the property and landlord, write to him requesting a copy of the lease within 7 days. You could also say that you will not be responsible for breach of any of the lease conditions as you do not have a copy of them. State that failure to comply with this request will cause you to make a claim with the PRTB for breach of landlord's obligations.
