Questions about moving from PPR to renting it out mid year

Leaving the country on 30 June. Hopefully we will have tenants taking over the house on 1 July.

A few tax questions. The house was bought in 2005, so we should be eligible for the new TRS rates. They still have not come through. Will we be eligible for 50% of the TRS due even if it takes them another few months to sort out.

We have paid our household charge, am I correct in thinking we do not need to Pay the NPPR charge as we were still living there on 31 March? So we will have to pay it in 2013.
