is the electricity allowance classed as a social welfare payment?

A person coming back from uk wishes to apply for a medical card at age over 70 and in is receipt of a uk state pension but are getting the irish an electricity allowance.

The wording in the application booklet is a bit ambiguous and states

" A person is considered subject to Irish social security legislation if s/he is in receipt of a contributory Irish social welfare payment"

Does this rule out the electricity allowance?
