Question re Diagnostic charge

A warning light came on in my car, i checked out my manual and online and came to the conclusion that the car needed a new o2 sensor, from the way the car was running. I brought it to a main dealer to get it repaired. It was the o2 senor and they called me up with the qoute to get it replaced and also said i have to pay a charge of €125 for them finding out what it was. I wasn't told about this charge before hand and hadn't been charged in the past for the car being put on the diagnostic machine. Is this normal ? and is it legal for them to charge me for telling me what needed to be fixed without telling me ?
 
€125 seems a bit steep.
What type of car is it?
I've got a charge similar but it was only €50 and I was told about it before hand.
Mine was an astra
 
Buy yourself a Scangauge and diagnose the problems yourself! 100 yo yo's
