Interview not what was advertised, any comeback?

Friend applied for a job in the UK, that was advertised for appointment at senior/very senior grade in an educational institution. Was interviewed, and offered a job, but only at the "senior" grade, which he's already on; negotiations are still in progress, but seems they will not move up a grade (in fact they are not even matching the grade point he is already on).

We discovered now, that for appointment to the "very senior" grade, the ceo would need to be on the interview panel -- but wasn't. In other words, they had decided in advance only to appoint to the lower grade.

Is there any comeback? Are institutions obliged to notify candidates in advance of this kind of change? You would think at the very least, they would have the courtesy to notify applicants, as quite a bit of time was spent preparing the requisite presentation, as well as for the interview, not to mention travelling to the UK.
