My wife and I plan to apply for a mortgage in Dublin later this year. This will be our first mortgage together.

Would the fact that she already has a small mortgage (100K) on a property in France hinder our mortgage application in Ireland?

The repayments on the existing mortgage will be taken into account when assessing how much of a new mortgage you can afford. They will most likely be "stress-tested" i.e. the Irish bank will assume an increase of a couple of % on the French mortgage as part of their assessment.
