Top up mortgage ....what is build cost?

Hi, I have applied for top up mortgage for house extension being managed with architect. Bank is AIB. They are using numerous calculations to confirm how much they will offer. We have had to meet multiple criteria so far and the last one is that the build cost has to be 200k. Do you know if they consider build cost to be construction cost only or construction cost plus professional fees such as architect, engineer etc? Have asked bank repeatedly and can't get a consistent answer but am afraid if I assume the wrong thing it will be an excuse to give less money.

Why not get a quantity surveyor on the case see what price he or she can come up with,it wont be that far out pricewise
