credit card with lowest foreign currency fees?

i am planning on buying something for 1 dollar but which bank charge the least when buying something in dollar currency and how much of a fee would i have to pay?

Have you built in the fixed costs of CC's into the math?

i was looking for a CC with no fees, as someone said capital one in UK have no fees for foreign currency purchases so something similar but in ireland (or EU countries using euro)

also is there any bank with no fees when buying by credit card in sterling?

None that I am aware of. I would also be dubious of Capital One's statement. They may not charge a fee up front but that does not mean the cost isn't built into the "foreign exchange rate at time of processing"
