Registering a charge on a property.

Could someone please tell me what it means when the bank registers a charge on a property?

Registering a charge on a property would only be done on foot of a mortgage or other similar document completed by the owners of the property. A bank or other can register a "judgement mortgage" against a property if they have firstly taken court proceedings successfully against the owner(s).
