Our Esb is averaging at 400 euro bimonthly.

We are not home during the day and have two solid burning stoves so rarely have heat on. We do put on one wash and dry a day.

We have noticed when everything is powered off the water pump is turning the meter quite a bit.
I don't think it is particularly this water pump as we have replaced it and the esb was always high.
I am not a fan of turning it on and off as it may damaage the septic tank.

Is there anything we can do.

400/month is a very high bill. I doubt the septic tank pump is the culprit -- I have one and while it's noticeable, it costs a small fraction of that to operate. Have you tried measuring the usage more scientifically? Have a look at the electricity meter when nothing else is operating and count the kwH used over a period.

Do you know what the spec of the replacement pump is? The kWh rating will tell you the max the pump can draw. If you work out your total usage at any point exceeds that, then there's something else drawing power.
