replace windowsills along with windows?

We have been talking to windows companies about getting replacement windows in our 4 bed semi-d. The windows are PVC, doubleglazed but in a bad way - bent frames, not sealing, serious condensation and mould between the panes. The internal windowsills are fine.
One window company strongly recommends having the internal windowsills replaced along with the windows but isn't explaining very well why this is, just says it's the proper way to do it to get the best seal. Other window company are noncommital about this point and leave it totally up to us. We're confused - either it's important or it's not - we don't want to incur the extra cost and mess unnecessarily but also want a good job done. Can anyone explain to me why it might be so important to replace windowsills at the same time as the windows.
 
In general terms it is about how hard it will be to easily remove the existing ones and refit them without them being damaging. They will be under the plastered reveals.
Much easier to get the shark saw and cut it in the middle and jemmy it out.
The other reason is that if the new frame is different in depth from the existing it will mean more remedial works

I dont believe it possible to fit the windows without removing it.
