If somebody has a small business and they are the director, with 2-3 employees... are they required to file annual accounts with the CRO?

I am trying to find this information online. I can find the director and the business but there are no documents filed since 2010, but the business is trading.

Is there some setup which means that the accounts or reports can be hidden?

Is it a company or a sole trader?

If its a limited company then it should file an annual return and abridged accounts each year with the CRO.
 
It's coming up as Business Name Individual so I guess it is a sole trader.

What are the rules in this situation?

I don't understand how it can be a sole trader, and yet have a few staff, even if part-time.
 
OK so I can see that a sole trader can have employees and does not need to make annual returns, except for tax returns.

Are the tax returns supposed to be public?
