If a person informs their insurance company of some illness incurred and complies with any requirements but overlooks to advise relevant Licensing authority does this omission afffect their insurance cover in any way.The insurance company concerned did not look for confirmation that licensing authority had been advised.
 
Yes. One would expect so as it would have affected whether the licence was issued and what endorsements apply. Generally insurers will follow the licensing authority, and not the other way.

A certificate of insurance will note that it covers drivers noted "provided that the person holds a licence to drive such a vehicle or, having held such a licence, is not disqualified from holding that licence". So it may be a grey area as to whether they were entitled to hold a licence if they didnt inform the authority.
 
The licensing authority must be informed as they may require medical certification of the licence holder's fitness to drive.
