Family Travel Insurance & Health Insurance

I'm looking to buy an Annual Family Travel Insurance Policy. We have 3 "children" 22, 20 & 17. As I understand it the 22 & 20 year olds are Adults and must buy their own policies. Myself and wife have Health Insurance with Laya but our 17 year doesn't. My understanding from talking to Insurance Companies is:
1. That as the 17 year old has no Health Insurance we would have to take out a Family Policy for all of us not having Health Insurance which is more expensive.
2. We can't simply get a Policy for the 2 of us with the Insurance and get him a separate one without as they won't allow an U18 take out a policy in their own name.
This appears strange to me, is it correct?
 
Would it be possible for the 22 year old to insure the 17 year old on his travel insurance policy?
 
You just have to opt for no discount for having health insurance when buying travel insurance. That's all.

peteb, yes I can do that but it's more expensive and with Private Medical Insurance I think I should get a discount.

My understanding is that if you have private medical insurance say with Laya you can avail of travel insurance from the VHI etc. If you don't have this you cannot avail of their travel insurance. Your son has no health insurance. Have you tried companies that deal in student insurances like
