What needs to be completed to make final drawdown on a mortgage?

Hi
I don't know if I'm in the right area here but maybe someone can help me. I have borrowed €115 to renovate and extend my house. I am now waiting to apply for the final part of the €115 which is €8000. I have phoned my architect/engineer about 15 times over the last 3 weeks to come out and tell me what needs to be done before we can get the rest of the money but I think he's having a few personal issues and is very slow to come. I'm just trying to figure this stuff out myself. Our paths are finished, most of the sewage work is done, we still need to put up a boundary fence, the kitchen is started and almost all the tiling, flooring and internal doors are fitted. the site is a bit rough. Would we need to level it out with stone? Also the soffit and facia is not done yet does this matter? Its so difficult to finish all this when we're waiting on money. Its the chicken and the egg!!
