Is the proposed mortgage deposit insurance aimed at first time buyers only?

Is the proposed deposit insurance scheme only for first time buyers?
Also as someone who will be ready to buy in the new year it really annoys me that I am going to be competing against people who have secured a mortgage in November Dec of this year on higher income multiples and less deposit required than me and also with first time buyers who may avail of this insurance scheme.

The Central Bank is not proposing mortgage insurance.

The government has raised it as a possibility.

You should make a submission to the Central Bank.

I would not know where to start about making a submission and even if I did I would not really want to put my name to it.
