The argument is that since share prices are low it is wrong to force people to encash now.

Okay, maybe, but there is surely enough dividend income flow etc. to fund the 3% distribution.
 
Pardon my cynicism but isn't that comment from Sean Barrett (ex Barrett Hegarty Moloney brokers) and a self-confessed ARF-holder? I suspect a vested interest or two.

A 3% annual withdrawal, taken at regular intervals, is hardly going to impact that drastically on an ARF value. Take the income monthly and benefit from the famous (infamous?) Euro Cost Averaging.
