    The 10.9% rate seem very low for a credit card. Was this just an introductory offer perhaps?? Would it be an option to switch credit cards to another provider to avail of a 0% on balance transfers offer??

    Consumer agreements are governed under the Consumer Credit Act (which the half rule falls under). Non Consumer (Business) agreements are not covered under this Act so the half rule does not apply. Its as simple as that I'm afraid.
