Best use of heating

I've got a fairly new oil central heating system with usual 3 zones (water, downstairs, upstairs).

My question is whether I run the boiler for any 1 zone am I better off heating the water too? Basically wud the boiler run at 1 'speed' capable of heating all 3 zones but if not its just dumping energy or will it use less oil when only heating 1 zone?

Just make sure each of the 3 zones has thermostatic control over each zone, so if you have your zone heating for 3 hours but it reaches the desired temoerature within say an hour, it will switch off the boiler until the temperature drops below the set temperature. This stops a lot of boiler short cycling and saves a lot in running costs.
