Homemaker's scheme

Can anyone clarify for me how the homemaker's scheme works? I'm currently on jobseeker's benefit but have not had any luck in finding a suitable job. It will run out shortly and I will not qualify for means-tested payments. I have three small children so will be at home minding them for the foreseeable future unless circumstances change.
I know that the form HM1 does not need to be filled out if I am receiving child benefit, which I am. So two questions:
- do I need to do anything at this point to register for this scheme with Revenue?
- as the years as a homemaker are discounted for contributory pension, does this mean that, depending on the number of payments made in other years, I can still qualify for the full pension?
