Fis and self employment income.

I am in receipt of fis as I work full time. My husband was self employed but now receives jobseekers allowance of 25 euro a week. My fis has been reduced by 85 euro a week on renewal. It appears that this reduction is based on his earnings in 2013. My understanding is that fis is based on his earnings from the previous which was zero. How can fis be reduced when our income is less than it was when my husband was working.
 
The Operational Guidelines for FIS state the following:

Income from any form of self-employment

Income from self-employment is calculated or estimated by dividing the income in the 12 months preceding the date of claim by 52.

Applicants with self-employment are asked to submit their latest set of accounts. We do not accept Revenue self-assessments. Revenue self-assessments are done for the purposes of determining tax liabilities.


When you renewed your FIS, did you include updated accounts?
Have there been any other changes to your household income that might explain the reduction - for example a change to your own income, child reaching 18?
