Advice regarding engaging architect/QS

We are shortly going to embark on a renovation project. I would very much like to get my sister in law who is an architect but not based in Ireland to do the design. This will likely involve only one site visit and remote correspondence.
Once we have the relatively detailed design we were thinking on enlisting a QS and then getting quotes from builders.
From what we understand that even though we will unlikely make big structural changes, changing elevations such as windows and doors will require us to go for planning permission. To do so I am guessing the best way to do this would be to engage a local architect to help us navigate local planning issues. Obviously if changes need to be made to plans at this stage to get planning we could modify them then.
Does this sound like a feasible plan? Any major negatives to this approach? Would a local architect be happy to just be involved in planning stages?

Ask your architect sister in law to design and get a local arch tech to submit planning, detail, tender etc
