The cowboys must be rubbing their hands

I come from a rural area where many building and manual workers are unemployed and they are often in a position to get cheaply or a present of a small plot of land and to build for themselves. I admire there self sufficiency and I think it is reasonable and that people should be allowed to build for themselves a reasonable house or say a small diy extension within the normal guidelines. We are not talking skyscrapers or priory hall here.
