New efficient boiler .. makes sense ?

Hi,
We moved in an old bungalow with an old "Potterton Myson Statesman Kitchen 90/110 Kerosene" rated C. Seems to be 83% efficient.
Boiler looks rather old and failed us twice. ( had to re initiate manually via outdoor switch)
Anyways, we are looking to make our home more energy efficient.

Does it make sense to invest in a high efficient condensing boiler rater 97% (ie: Vortex grant..)
I understand we are looking to save 15% oil in such case?

Look at insulation also as, if you are losing a lot of heat you will still be using more oil than you might need .
 
You will be lucky to see 10% in the bills with the new boiler by your own figures the efficiency is up only 14%

Look at the easy cheap options first

Insulation in the attic
Are the pipes from the boiler insulated?
Drafts
a few hundred on the low hanging fruit may do more than the price of changing the boiler.

And as mentioned heating controls
