Question re survey

We've gone sale agreed on a 2 bed apartment. We had a survey carried out and the surveyor couldn't get the water or heat to turn on so couldn't test them. The oven didn't work either. The estate agent asked the vendor to turn the water and heat on and we went to see them in action ourselves. The heat is fine but there is a problem with the water/boiler. Is it normal for the vendor not to have turned the water and heat on for the surveyor? It seems a waste of money to pay somebody if they can't carry out the job fully? Are the vendors under any obligation to sort the problem with the water or is it up to us to figure out if we can afford to fix it ourselves. Thanks in advance
