I have just seen a small site in my locality that was previously refused planning because the applicant didn't satisfy the Local needs clause, has received some kind of "special objective"
between the last Development plan and the latest one, which appears to get rid of the local needs clause. This is in a RU aera.
This site imho is not suitable for building due to being located on a 3 way junction.
How and why would this happen ?
