Is my brother entitled to Jobseekers Allowance

My brother has been living and working in Dublin for the past 5 months. He has been let go from his job in the past 2 weeks and has been living on whatever small savings he had put aside. He rents with his girlfriend and another couple.
He is of the assumption that he is not entitled to any social welfare as he lives with his girlfriend, but he pays a share of the rent and bills.

Is he entitled to jobseekers allowance? I think he is, but want to be sure.

If he is not entitled to Jobseekers Benefit then he can apply for allowance but he will be means tested on his girlfriend's income so depending on her earnings he may be right.
