ratemylandlord.com would be a lot cheaper, and about as useful. Would it get SLAPPed to death by irish libel law if it became popular here?

Yes. As quite rightly would any form of penalty points system that would infringe on personal reputations and perhaps and more pertinently, a tenant's right to shelter.
