Your employer has some (but not unlimited or unreasonable) right to refuse your application for parental leave.

The relevant agency in protecting your rights in this regard is the Equality Authority. They have produced the following information booklet which you might find useful.

Parental leave can be postphoned but not refused. Employer must provide a good reason and can only postphone for a limited time.
